To file an IRS W-9, you need to find out who is authorized to accept the papers for you. Each jurisdiction has its own regulations and, therefore, you may get to the jurisdiction through the IRS website or contact your local Taxpayer Assistance Program (TAP). However, since you need to fill out the form yourself, if you are not familiar with this service, I strongly recommend finding a professional to do it for you.
